Go out to the control tower. Obsidian put up an invisible door at the top of the steps to get into the car. Note: The quest tells you to leave the monorail and watch it depart, do not leave without it blowing up as it may stop the quest from being completable. Head back inside and speak to Colonel Hsu. Back inside the building, stay on the upper level and follow the map marker to Davey Crenshaw's footlocker.
