There are many possible reasons for that, a few of them are: opening the oven door many times which affects the oven temperature, or opening it too early before the cake has set; oven isn’t hot enough; too much air was incorporated into the batter due to over beating; cake didn’t go to the oven soon enough after the batter was ready; raising agent is old or isn’t measured properly.
